An Open Letter to People of Japan from Concerned Peace Organizations and Citizens of the United States in Observance of the 77th Anniversary of the Atomic Bombings in Japan

As Mr. Sueichi Kido of the Japan Confederation of A- and H-bomb mentioned in his speech at the First Meeting of States Parties to the Treaty on the Prohibition of Nuclear Weapons (TPNW) in Vienna this June, nuclear weapons are weapons of inhumanity and absolute evil. In order to preserve the true history and accountability of attacking Japan with the worst weapons of mass destruction, we, the undersigned, representing a coalition of concerned peace organizations and people of the United States, wish to express our sincere regrets and apologies for the deaths of those killed by our nation’s atomic bombings in Hiroshima and Nagasaki—including all nationalities, races, and prisoners of war—a war crime and crime against humanity. We hope that our government will respect our voices and apologize to all victims and their families. We also extend our deep condolences and apologies to the hibakusha, who have endured great mental and physical hardships for nearly eight decades as a result of the horrific bombings, as well as the descendants of hibakusha and fishing crews impacted by nuclear testing in the Pacific, who are struggling with physical and psychological impacts that might have been caused by the atomic bombings or testing. We also send our solidarity to those affected by the ongoing Fukushima Daiichi nuclear power plant disaster.

Advocating for the importance of abolishing nuclear weapons, we will continue to insist that the United States sign and ratify the TPNW, embark on a multilateral dialogue with all nuclear-armed states to eliminate all nuclear weapons and take responsibility for this crime against humanity. Our government must realize that the rest of the world is aware that global populations are held hostage by the few countries that possess nuclear weapons, rather than protected by them. At the same time, we continue to demand that the TPNW conference be based firmly on democracy, humanity, and respect for the global commons, and we continue to hope that our country and Japan will be among them as observers, along with other nuclear states, at the next opportunity. We believe that we share the same hope with the people of Japan and the rest of the world. Several civil society groups are taking steps to advocate for the elimination of nuclear weapons (i.e.: the Nuclear Posture Review (NPR) of Veterans for Peace).

This past March, Europe’s largest nuclear power plant Zaporizhzhya in Ukraine caught fire. Although no nuclear reactors were damaged, this incident delivered a decisive lesson: No matter whether people are attacked by nuclear weapons, or by conventional weapons targeting nuclear facilities, or whether there is a nuclear accident, the long-lasting horrible ramifications are the same. As well as to our own government, we call upon the government of Japan to be aware that its reactors are the same as nuclear weapons aimed at its own throat. Conversely, the results are the same if Japan attacks nuclear facilities of neighboring countries or develops nuclear weapons and attacks them, or any nuclear accident happen in neighboring countries, radioactive particles will ride on westerly winds, flow over, and cover the entirety of Japan in the same way that Japan receives yellow dust every year from the Asian continent.

All of the above seriously matters as well for global indigenous communities. Whether nuclear power is used as weapons or as energy, safely or recklessly, their holy lands are ravaged and left with radioactive contaminated soil and water.Their health and environment remain victimized and their basic human rights have been stripped from the moment when uranium was found until now. Thus “the peaceful atom” is an oxymoron.

Also any potential harm to the Pacific Ocean, which is a global common, must be avoided for the sake of the safety and well being of all the member nations and islands of the Pacific community, including voiceless creatures in the sea.

Dilution is never a solution for pollution. The government of Japan and TEPCO are planning to release into the Pacific Ocean in 2023 so-called “treated water.” This involves dumping more than 1.28 million metric tons of radioactive wastewater from the damaged Fukushima Daiichi nuclear power plant after processing it through the Advanced Liquid Processing System (ALPS), which is incapable of eliminating tritium or carbon-14 at all. In addition, according to Dr. Hikaru Amano, former Principal Researcher at Japan Atomic Energy Research Institute, many radionuclides persist with half-lives of several decades, millennia, and even millions of years, which exceed the 64 radionuclides mentioned by Japan and TEPCO. The ALPS system cannot eliminate them completely. No matter the label or the dilution, water processed by ALPS is still contaminated.

Despite the Environmental Protection Agency’s underestimated and misleading explanation, tritium actually emits radioactive beta particles. These harm a DNA molecule in a cell, which can cause mutations resulting in a serious disease, and persist in the human body more than ten years. It is extremely important to emphasize that girls and women disproportionately receive the impact of radiation. Whether the government of Japan or TEPCO meant it or not, releasing radioactive water into the Pacific Ocean is an act of inhumanity and absolute evil. It is the same as attacking the entire Pacific community, especially the female population and future generations, with radioactivity. We do not wish for Japan to become an active player harming its neighbors and its own people with nuclear weapons under the name of “treated water.” Considering that tritium’s half-life is only 12 years, much shorter than many other radionuclides, we strongly urge Japan to keep the so-called “treated water” ashore until the passing of several half lives of tritium. Thus Japan gains several decades of research and development to deal with the much less contaminated water. It is still a negative legacy but is a more responsible solution than contaminating the entire ocean.

We promise to keep raising our voices to press our own government to learn from history, to recognize the global damage caused by false hegemony, and not to repeat the same mistakes.

No more Fukushima, No more War,
No more Hibakusha, Never Again!

核問題に憂慮する米国の市民ならびに米国の平和団体から日本の市民への公開書簡
—日本に対する原爆投下から77周年という節目を迎えて—

今年6月にウィーンで開催された核兵器禁止条約（TPNW)第1回締約国会議の講演で、日本被団協の木戸季市氏が述べたように、核兵器という武器は非人道的で絶対悪です。我が国がこの最悪の大量破壊兵器で日本を攻撃した歴史的事実と説明責任のために、私たちは憂慮する米国の平和団体と人々を代表し、わが国の広島と長崎への原爆投下の犠牲者（あらゆる国籍、人種、戦争捕虜を含む）、戦争犯罪、人道に反する罪について、心からのおわびと謝罪を表明します。私たちは、米国政府が私たちの声を尊重し、すべての犠牲者とその遺族に謝罪することを望みます。また、80年近くにわたり悲惨な原爆で心身ともに大きな苦しみを味わってきた被爆者の方々、被爆者の子孫、太平洋での核実験の影響を受けた漁師の方々、原爆や核実験がもたらした心身への影響に苦しんでいる方々に、深い哀悼とお詫びの気持ちを捧げます。また、現在も続く福島第一原子力発電所事故の影響を受けている方々にも連帯の意を表します。

また私達は、核兵器廃絶の重要性を唱え、米国がTPNWに署名・批准し、すべての核保有国との多国間対話に乗り出し、この人類に対する犯罪に責任を持つよう主張し続けます。世界の他の国々は、少数の核保有国によって守られるどころか人質として扱われているとわかっています。そのことをわが国の政府ははっきりと認識しなければなりません。同時に、私たちはTPNW会議が民主主義、人道、そしてグローバル・コモンズの尊重にしっかりと基づくものであることを要求し続け、次の機会には他の核保有国とともに、私たちの国や日本がオブザーバーとして加わることを希望します。私たちのこのような希望は、日本や世界の人々と共通のものだと信じています。例えば、いくつかの市民団体は、核兵器廃絶を提唱する具体的な案を提供しています（例：ベテランズ・フォー・ピースの核態勢見直し）。

今年3月、ウクライナで欧州最大の原子力発電所ザポリージヤが火災に見舞われました。原子炉に被害はなかったものの、この事故は、決定的な教訓を残しました。それは、核兵器による攻撃も、原子力施設を標的とした通常兵器による攻撃も、原発事故も、その恐ろしい影響が長く続くことに変わりはない、ということです。私たちは、自国の政府と同様に日本政府に対しても、原子炉は自らの喉元に向けた核兵器である、ということを自覚するよう呼びかけます。逆に、日本が周辺国の核施設を攻撃したり、核兵器を開発して攻撃したり、周辺国で原発事故が起きても、毎年アジア大陸から日本に飛んでくる黄砂のように、放射性微粒子も偏西風に乗って日本全体を覆ってしまうので、結果は同じです。

これらのことは、世界の先住民族にとっても深刻な問題です。兵器かエネルギーか、安全か杜撰（ずさん）か、核の目的や扱われ方にかかわらず、彼らの聖地は荒らされ、放射能に汚染された土と水が放置されたままです。そこにウランが発見されてから今に至るまで、彼らの健康や環境は犠牲にされたままで、基本的人権は無いに等しいです。このように「核の平和利用」などあり得ない、全くの矛盾なのです。

また、地球のみんなが共有する太平洋に害を及ぼすようなことは、海洋生物の声なき声も含め、太平洋共同体のすべての加盟国や島々の安全と幸福のために避けなければなりません。

希釈は決して公害の解決策にはなりません。日本政府と東京電力は、2023年にいわゆる「処理水」を太平洋に放出する計画をしています。これは、損傷した福島第一原子力発電所から出る128万トン以上の放射性廃液を、トリチウムや炭素14を全く除去できない高度液体処理システム（ALPS）で処理した後、投棄するということです。また、元日本原子力研究所主席研究員の天野光氏のお話では、半減期が数十年、数千年、数百万年の放射性核種が多数存在し、日本政府や東京電力が言及した64核種を超えており、ALPSのシステムでは、これらを完全に除去することはできません。呼び方を変えても、希釈しても、ALPSで処理された水は汚染水のままなのです。

米国環境保護庁の過小評価で誤解を招く説明にもかかわらず、トリチウムは実際に放射性ベータ粒子を放出しています。これらは細胞のDNA分子を傷つけ、重大な病気や突然変異を引き起こし、人体内に10年以上残留します。ここで、女の子や成人女性が放射線の影響を特に強く受けていることを強調することは極めて重要です。日本政府や東京電力が意図したかどうかにかかわらず、放射能汚染水を太平洋に放出することは、非人道的行為であり、絶対悪です。それは、太平洋社会全体、特に女性や将来の世代を放射能で攻撃しているのと同じです。私たちは、日本が近隣諸国や自国民を「処理水」という名の核兵器で積極的に傷つける存在になって欲しくないのです。トリチウムの半減期がわずか12年と他の多くの放射性核種よりはるかに短いことを考えると、私たちは日本がトリチウムの半減期が数回過ぎるまで、いわゆる「処理水」を陸上に溜めておくことを強く望みます。そうすれば、日本は数十年にわたる研究開発の成果を、より汚染度の低い処理水に生かすことができるのです。それでも負の遺産であることに変わりはありませんが、海全体を汚染するよりは、もっと責任ある解決策です。

私たちは、自国の政府に対して、歴史から学び、誤った覇権主義がもたらす世界的な損害を認識し、同じ過ちを繰り返さないよう、声を上げ続けることを約束します。
