An Open Letter to People of Japan from Concerned Peace Organizations and Citizens of the United States in Observance of the 79th Anniversary of the Atomic Bombings in Japan

We, the undersigned, representing a coalition of concerned peace and civil society organizations in the United States, are advocating for the elimination of nuclear weapons globally. Many of us have visited your beautiful country and have met with numerous atomic bomb survivors (hibakusha) and their descendants. We have brought and continue to bring our sincere apologies for our nation’s horrific atomic bombings of Hiroshima and Nagasaki in 1945 and for the subsequent nuclear testing in the Pacific that brought about great mental and physical hardships for decades since. We have shared and continue to share our joint conviction that nuclear weapons must be completely abolished. We have made and continue to make a commitment together that we will work to achieve that vital end.

While our apology is not official, coming from the U. S. government, it is an expression of the power of the people not only in the U.S. and Japan, but across the globe who are saying NO to any and all nuclear weapons, NO to mining for radioactive fuel, no to manufacturing them, NO to upgrading them, NO to storing them, NO to proliferating them in countries like your own, NO to threatening their use as in Ukraine or Gaza, simply NO! More and more nations of the world and global leaders of diverse faiths are banding together to declare nuclear weapons immoral and unacceptable and to promote the Treaty on the Prohibition of Nuclear Weapons (TPNW) in their stead. We want to preserve the beauty of Japan and our entire planet Earth, not allow the annihilation that nuclear weapons are all too able to cause. We desire healing for all who have suffered because of nuclear weapons, and we move forward speaking truth to power and walking towards justice.

To that end we urge our own country to reverse course in East Asia—to stop ratcheting up provocative military exercises that increase the danger of a nuclear conflict with China over Taiwan and a broader conflagration that could impact Korea, your own country, and all of the region.

We urge the Biden administration to stop pressuring the Kishida administration to abandon Article 9 of your Constitution and to stop pressuring the increase of your military budget so as to be more war-ready.

Rather than modernizing nuclear technology, like the Sentinel, a gigantic Intercontinental Ballistic Missile system, which is estimated to cost $185 billion and which is considered more vulnerable to cyberattacks than the current system, we urge that it be abandoned. Modernization is totally contrary to the direction we need to be moving to eliminate nuclear weapons; it is totally contrary to the TPNW which has declared nuclear weapons illegal according to international law.

We urge the U.S. government to sign and ratify the TPNW and embark on a multilateral dialogue with all nuclear-armed states to join in this signing and ratification.

In line with that, we call upon Japan to relinquish the so-called “nuclear umbrella” of the United States by swiftly signing and ratifying the TPNW, if necessary taking the lead on that, not waiting for the U.S. to do so. Please do not believe that regional security is enhanced by the nuclear weapons of the United States. The “nuclear umbrella” did not prevent war in Europe as certain nuclear weapon states had claimed, and the war in Ukraine has exposed the risks of the entire nuclear enterprise. We deplore Japan’s strengthening of military alliances with the United States and their allies. We oppose your establishing a NATO office in Tokyo; it will not make the region safer, as the world has become more dangerous under such military alliance and nuclear deterrence policy that escalated tensions. Under the TPNW, relying on the nuclear umbrella of the nuclear-armed states is a form of conspiracy to engage in unlawful activities under international law, because the TPNW not only prohibits nations from developing, producing, stockpiling, or threatening to use nuclear weapons, but also it prohibits nations from encouraging or inducing anyone to engage in any of these activities. The preamble of your constitution states, “all peoples of the world have the right to live in peace, free from fear and want.” Let that be so.

Many people do not seem to be aware of the nuclear risk, but it is becoming more recognized thanks to the movie Oppenheimer and tragically due to the threats coming from Russia. As people become more aware, concerned, and opposed, it is the responsibility of governments to align themselves more with the will of their citizens to abolish nuclear weapons and to educate those who still need to learn.

Our goal is to collaborate with you to achieve a nuclear-free world.

No more Fukushima, No more War,
No more Hibakusha, Never Again!

核問題に憂慮する米国の市民ならびに米国の平和団体から日本の市民への公開書簡
—日本に対する原爆投下から79周年という節目を迎えて—

私たちは平和を憂慮する米国の市民社会を代表し、世界中の核兵器の廃絶を訴えています。私たちの多くは日本という美しい国を訪れて、数多くの被爆者と被爆者の子孫に会ってきました。何十年にもわたって多大な精神的、肉体的苦難をもたらした 1945年の広島と長崎への恐ろしい原爆攻撃と太平洋での核実験について、私たちは心から謝罪してきましたし、これからも謝罪し続けます。私たちは、核兵器は完全に廃絶されなければならないという信念を共有し、これからも共有し続けます。私たちは、この重要な目的を達成するために力を合わせて努力することを約束し続けます。

私たちの謝罪は米国政府からの公式な謝罪ではありませんが、これは米国と日本だけではなく、世界中の人々の力の表れです。人々は、あらゆる核兵器にNO、核燃料の採掘にNO、核兵器の製造にNO、核兵器の改良にNO、核兵器の保管にNO、日本のような国での核兵器の拡散にNO、ウクライナやガザでの核の威嚇にNO、NOと言っているのです。より多くの世界の国々と、世界中のさまざまな宗教の指導者達が団結し、核兵器は非道徳的で受け入れられないと宣言し、代わりに核兵器禁止条約を推進しています。私たちは、日本と地球全体の美しさを守り、核兵器が引き起こす人類滅亡を許しません。核兵器によって苦しんだすべての人々の癒しを願い、権力に向かって真実を語り、正義に向かって歩み続けます。

そのため、私たちは我が国に対し、東アジアにおける方針を転換し、台湾をめぐる中国との核紛争の危険、また貴国、韓国、そして地域全体に影響を及ぼす可能性があり、より広範囲に大惨事の危険を高める挑発的な軍事演習の強化をやめるよう求めます。

私たちはバイデン政権に対し、岸田政権に憲法第9条を放棄するよう圧力をかけるのをやめ、戦争準備を強化するための軍事予算の増額を求めて圧力をかけるのをやめるよう強く求めます。

センチネルのような巨大な大陸間弾道ミサイルシステムは、1,850億ドルの費用がかかり、現在のシステムよりもサイバー攻撃に対して脆弱であると考えられていますが、無闇に核技術を近代化するのではなく、放棄することを私たちは求めます。核技術の近代化は、核兵器を廃絶するために私たちが進むべき方向とは 全く逆であり、核兵器を国際法のもとで違法と宣言した核兵器禁止条約とも相反します。

私たちは米国政府に対し、核兵器禁止条約に署名・批准し、すべての核保有国がこれに続くよう、多国間協議を実施することを求めます。

私たちは日本に対し米国の「核の傘」に守られることを放棄し、必要であれば自らが主導権を握り、米国を待たずに速やかに核兵器禁止条約に署名・批准することを求めます。米国の核兵器によって地域の安全が強化されるなどと信じないでください。一部の核保有国が主張していたようには、「核の傘」はヨーロッパでの戦争を防げませんでしたし、ウクライナ戦争は全ての核事業にリスクがあることを露呈させました。私たちは、日本が米国およびその同盟国との軍事同盟を強化していることを遺憾に思います。東京に北大西洋条約機構の事務所を設置することに反対します。緊張を高める軍事同盟と核抑止政策のもとで、世界はより危険になっており、それで地域が安全になることはありません。核兵器禁止条約の下では、核保有国の核の傘に頼ることは、国際法の下での違法な活動に加担するということです。なぜなら、核兵器禁止条約は、国家が核兵器を開発、生産、貯蔵、または使用すると脅すことを禁止しているだけでなく、国家がこれらの活動に従事するよう誰かを奨励または誘導することも禁止しているからです。貴国憲法の前文には、「世界の全ての国民は、恐怖と欠乏から免れ、平和に暮らす権利を有する」と記されています。その通りです。

核の危険性に気づいていない人が多いようですが、映画「オッペンハイマー」や、悲しいことにロシアからの脅威により、核の危険性はより認識されつつあります。人々がより意識し、懸念し、反対するようになるにつれ、政府は市民の核兵器廃絶の意志にさらに沿うよう努め、まだ学ぶ必要がある人々を教育する責任があります。

私たちの目標は、皆さんと協力して核なき世界を実現することです。
